Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the materials to be used for the external walls and roof shall be of the same colour, type and texture as those used on the existing building. Reason: To ensure that the details of the development are satisfactory. That no site works or clearance shall be commenced until protective fences which conform with British Standard 5837:1991 have been erected around any existing trees. Until the development has been completed, these fences shall not be removed and the protected areas are to be kept clear of any building, plant, material, debris and trenching, with the existing ground levels maintained, and there shall be no entry to those areas except for the carrying out of approved arboricultural or landscape works in accordance with a scheme to be agreed by the Local Planning Authority in writing prior to work commencing. Where works encroach within any protected area, any excavation shall be by hand and any root pruning necessary should be implemented in accordance with British Standard 3998. Parking areas within any protected areas shall be constructed via a "No Dig" technique and shall be surfaced with a permeable surface to be agreed by the Local Planning Authority in writing prior to the commencement of works. Prior notice of all such works outlined above shall be given to the Local Planning Authority in writing. Reason: To safeguard the existing trees and planting to be retained within the site. That a scheme for the landscaping of the site, including the planting of live trees and shrubs, the treatment of the hardstandings, and car park shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help assimilate the development into its surroundings. That prior to the first use or occupation of the extension hereby approved, the parking provision as shown on drawing HRC.100B shall be constructed, surfaced and laid out, and thereafter retained and kept permanently available for users of and visitors of Henley-Rugby Club. Reason: In the interests of highway safety and convenience.
