That, having regard to the small scale character of the existing building and to the excessive size and bulk of the proposed extensions, the development would result in an inappropriate and incongruous form of development which would overwhelm the modest proportions of the existing building and would be seriously detrimental to its character and appearance. In addition the development would detract from the character and visual amenity of the area, which lies within the Chilterns Area of Outstanding Natural Beauty. Therefore the development would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies H12 and C2.
