60 bed free standing extension to Police Convalescent Home, demolition of existing building (as amended and amplified by letter from Agent dated 12 January 1999 and accompanying statement and by letter from Agent dated 29 January 1999).
Conditions / Refusal Reasons
That the development would result in an intensification in the use of
the site which would introduce considerable additional traffic into
this remote rural location, contrary to the Council's general strategy
to provide a sustainable planning framework for development, which
involves restricting development in the open countryside. Therefore
the development would fail to comply with the provisions of the
approved Structure Plan for Oxfordshire, particularly policies G1, G2
and G5 and the Council's adopted South Oxfordshire Local Plan,
particularly policies G2, G3, G5 and G10 and advice contained within
Planning Policy Guidance Notes 7 and 13.
That, having regard to the size, bulk and form of the extension and
to the additional parking and servicing areas, and the threat to mature
trees covered by a tree preservation order, the proposal would result
in an intrusive and inappropriate form of development which would
add significantly to the amount of built development on the site and
would result in an increase in the level of activity, noise and
disturbance in the rural area. As such the development would be
detrimental to the character and amenity of this part of the
Chilterns Area of Outstanding Natural Beauty. The development would
therefore be contrary to the provisions of the approved Structure Plan
for Oxfordshire, particularly policies G2, EN1 and EN4 and the Council's
adopted South Oxfordshire Local Plan, particularly policies G1, G5,
C1 and C2.
That the development would involve the complete demolition of Flint
Fold, an attractive building of architectural quality which has
significant historic links with Flint House and which, in the opinion
of the Local Planning Authority, meets the criteria for inclusion
on the List of Buildings of Architectural or Historic Interest.
That, having regard to its location in close proximity to the adjoining
dwelling, Laundry Cottage, the proposal would result in an unneighbourly
form of development which would be overbearing, oppressive, overlook
and cause noise and disturbance to Laundry Cottage and thereby
significantly detract from the residential amenities currently
enjoyed by residents of that dwelling. As such the development
would be contrary to the provisions of the Council's adopted South
Oxfordshire Local Plan, particularly policies G7 and G8.
