Conditions / Refusal Reasons
That the proposal would be contrary to the general and housing policies of the Oxfordshire Structure Plan 2011 (particularly policies G1, G2 and H1) and the adopted South Oxfordshire Local Plan (particularly policies G1, G3, G5, G8, H5 and H18). Milton Common is not a settlement that has an adequate range of services and facilities. The proposal to constitute an acceptable form of infill development and would result in an undesirable form of backland development that would result in increased noise and disturbance to the occupiers of adjacent residential properties, extend the built up limits of the settlement onto open land and detract from the semi-rural character of the area.
That the proposal would be contrary to policies EN1 and EN4 of the Oxfordshire Structure Plan 2011 and policy C3 of the South Oxfordshire Local Plan. Having regard to the size of the dwellings proposed and their close proximity to each other, the proposal would be likely to result in a cramped and intrusive form of development that would be out of keeping with its surroundings and detract from the semi-rural character of the area which lies within an Area of Great Landscape Value.
