That the continued use of the land for the stationing of a mobile home constitutes sporadic development in this open countryside location and is therefore considered inappropriate development, which would be contrary to the provisions of the approved Oxfordshire Structure Plan, particularly policies G1, G2 and G5 and the South Oxfordshire Local Plan, particularly policies G1, G5, C1, H6 and H19. The Local Planning Authority is not satisfied that there is an essential need for residential accommodation on the site that would give rise to an exception being made to the development plan policies.
