That the proposal by virtue of its design, bulk, scale and position would have a dominant and overbearing effect upon the neighbouring property, no 18 Moorend Lane, and would detract from the character of the existing dwelling. It is therefore considered to be contrary to the provisions of the South Oxfordshire Local Plan, particularly policy H12. That, having regard to the siting of the extension adjoining the neighbouring property, no 18 Moorend Lane, the configuration of the boundary and the position of the first floor windows serving bedroom 5, the proposed extension would be unneighbourly by reason of overlooking and loss of privacy. The development would therefore be contrary to the provisions of the adopted South Oxfordshire Local Plan, particularly policy H12. That insufficient space is available within the curtilage of the site for 4 vehicles to be parked in accordance with the Council's vehicle parking standards resulting in parking on the adjacent highway to the detriment of the safety and convenience of users of the site and the road users in general. The development would therefore be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policy G11.
