That the proposal would be contrary to policies H5, H18 and G8 of the
adopted South Oxfordshire Local Plan. Having regard to its design,
siting, bulk and massing, the proposal would introduce a development
that is out of keeping with the immediate surroundings, which fails to
comply with criterion 2 and 4 of policy H4, thus resulting in an
overwhelming and incongruous development. The Local Planning Authority
does not consider that the site amounts to an acceptable infill plot
as defined within policy H5. A tandem style development would be
created, which does not reflect the characteristics and scale of the
existing locality, and would create problems of privacy and access for
occupiers of the proposed dwelling. It is also considered that the
proposal is contrary to the general advice contained within Planning
Policy Guidance Note 1 "General Policy and Principles".
That the proposal if approved would result in the intensification of
use of a substandard access lacking adequate visibility in both
directions, thus being detrimental to the safety and convenience
of users of the public highway. It is therefore contrary to the
provisions of the Council's adopted South Oxfordshire Local Plan,
particularly policy G10.
