Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced. Reason: To safeguard the character of the area in accordance with Policies G1, G8 and CON8 of the Council's adopted South Oxfordshire Local Plan.

That except insofar as may be otherwise agreed in writing by the Local Planning Authority, all trees, shrubs and hedges on the land shall be retained and protected during the course of the development and for a period of five years following the completion of the development. Any trees, shrubs or plants which within that period die, are removed or become seriously damaged or diseased, shall be replaced in the next planting season with others of a similar size and species, unless the Local Planning Authority gives written consent to any variation. Reason: To help to assimilate the development into its surroundings in accordance with Policy G9 of the Council's adopted South Oxfordshire Local Plan.

That details of surface water drainage works shall be submitted to and approved in writing by the Local Planning Authority prior to the development commencing. Reason: In the interests of public health in accordance with Policy G17 of the Council's adopted South Oxfordshire Local Plan.

No development shall take place within the application area (excluding demolition of existing buildings) until the applicant has been responsible for implementing a staged programme of archaeological work in accordance with a written scheme of investigation supplied by the applicant and acceptable to the planning authority. The work shall be carried out by a professionally qualified archaeological organisation acceptable to the planning authority. Reason: As the site is of archaeological importance in accordance with Policy CON17 of the Council's adopted South Oxfordshire Local Plan.

That a scheme for the retention and repair of existing boundary walls shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby approved. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G1, G8 and CON8 of the Council's adopted South Oxfordshire Local Plan.

That all rainwater goods shall be constructed of cast iron. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G8 and CON8 of the Council's adopted South Oxfordshire Local Plan.

That all the rooflights shall be conservation type and so retained. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G8 and CON8 of the Council's adopted South Oxfordshire Local Plan.

That prior to the erection of the external walls of the new dwellings, a sample stone panel to include the use of lime mortar shall be agreed in writing with the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G8 and CON8 of the Council's adopted South Oxfordshire Local Plan.

That a scheme for the landscaping of the site, including the planting of live trees and shrubs and the provision of boundary fencing and screen walling, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policy G9 of the Council's adopted South Oxfordshire Local Plan.

That development shall not begin until a detailed specification of the type, design and external finish of all windows and external doors has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G8 and CON8 of the Council's adopted South Oxfordshire Local Plan.

That prior to the commencement of the development hereby approved, ventilation details shall be submitted to and approved by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G8 and CON8 of the Council's adopted South Oxfordshire Local Plan.

That prior to the commencement of the development hereby approved, details of the access and footpath improvements shall be submitted to and approved by the Local Planning Authority. The access shall incorporate granite setts to edge the roadways. Reason: To secure the proper planning of the locality in accordance with Policies G8 and CON8 of the Council's adopted South Oxfordshire Local Plan.

That the parking provision shall be as shown on the drawing submitted with the application all constructed, surfaced and laid out, retained and maintained to the satisfaction of the Local Planning Authority. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policy G10 of the Council's adopted South Oxfordshire Local Plan.

That no development shall be carried out on the site unless an application for planning permission in that behalf is first submitted to and approved by the Local Planning Authority, and this condition shall apply notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995. Reason: To protect local amenities in accordance with Policies G8 and CON8 of the Council's adopted South Oxfordshire Local Plan.

That no development shall take place until all existing buildings with the exception of the stone barn have been dismantled and the materials therefrom removed from the site and all existing works and paraphernalia including water tanks, piers, old machinery and concrete bases have also been removed from the land. Reason: To ensure that the details of the development are satisfactory in accordance with Policy CON8 of the Council's adopted South Oxfordshire Local Plan.

That no lighting shall be provided on the access drive. Reason: To help to assimilate the development into its surrounding in accordance with Policy CON8 of the Council's adopted South Oxfordshire Local Plan.

That no development shall commence until the new farm buildings approved under reference P98/N0234 have been erected and are ready for use. Reason: To secure the proper planning of the locality in accordance with Policy G1 of the Council's adopted South Oxfordshire Local Plan.

Before the development is commenced a detailed site investigation shall be carried out to establish if the site is contaminated, to assess the degree and nature of the contamination present, and to determine its potential for the pollution of the water environment. The method and extent of this investigation shall be agreed with the Planning Authority prior to commencement of the work. Details of appropriate measures to prevent pollution of groundwater and surface water, including provisions for monitoring, shall then be submitted to and approved in writing by the Planning Authority. Reason: In the interests of public health in accordance with Policy G7 of the Council's adopted South Oxfordshire Local Plan.

That the meter boxes shall be free standing and not attached to the walls of the dwellings. Reason: To ensure that the details of the development are satisfactory in accordance with Policy G8 of the Council's adopted South Oxfordshire Local Plan.
