That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the barn shall be used only for the purposes set out in the agent's letter dated 28 October 1999 and for no other purposes whatsoever. Reason: To secure the proper planning of the locality. That the existing hedges along the whole of the northern and eastern boundaries of the land shall be retained and properly maintained at a height of not less than 4 metres, and that any plant which may die or be seriously damaged or destroyed within three years of the completion of the development shall be replaced and the replacement shall be properly maintained. Reason: To help to assimilate the development into its surroundings.
