Conditions / Refusal Reasons
That the proposal is contrary to the general restraint, environmental
and employment policies of the Oxfordshire Structure Plan 2011 and
the adopted South Oxfordshire Local Plan. The general strategy is
to steer employment development to the county towns (Structure Plan
Policy E2) to restrain it elsewhere and to allow smaller premises
up to 500 square metres within villages (South Oxfordshire Local Plan
Policy E3, E6) where it does not conflict with other policies. This
proposal is for development of an isolated site in an open countryside
location beyond the land allocated for industrial purposes in the
South Oxfordshire Local Plan and for this reason is not considered
appropriate in accordance with Policy E7 of the Local Plan.
The proposal to erect a substantial industrial building together
with car parking and the outside storage of vehicles will be a
visually intrusive element in this open countryside location
which is vulnerable to pressures for development, to the detriment
of the open and rural character of the area contrary to Policies
G5, G1 and C1 of the adopted South Oxfordshire Local Plan.
