Conditions / Refusal Reasons
That the proposals would be contrary to the provisions of the Oxfordshire Structure Plan 2011 and the adopted South Oxfordshire Local Plan. The site is not allocated for residential development and its development for 15 dwellings would be contrary to Structure and Local Plan policies for restraint in the District (SP G1, H1; SOLP G1, G3). Sufficient land has already been allocated to ensure that the housing provisions in the Structure and Local Plan can be met and this development would result in these provisions being exceeded contrary to Policy H1 of the adopted South Oxfordshire Local Plan. The proposals are contrary to Policy H5 of the adopted South Oxfordshire Local Plan in that this is not strict infill development, which is defined as filling of an appropriate small gap in an otherwise built up frontage, and the proposal to erect 15 dwellings would detract from the character of this small village. That the proposals are contrary to the Conservation policies in the adopted South Oxfordshire Local Plan (CON7, 8, 9, 10). This farmyard contributes to the setting of the adjacent listed building, Town Farm House, and to the character of the Lewknor Conservation Area such that the development of the site by 15 dwellings will detract from its setting and from the character and appearance of the Lewknor Conservation Area. In addition the proposals would result in the loss of an attractive early 19th Century brick barn which contributes to the setting of the adjoining listed building, Town Farm House, and the character and appearance of the Lewknor Conservation Area. Notwithstanding refusal reason 1, the proposal fails to provide an element of affordable housing in accordance with Policy H7 of the adopted South Oxfordshire Local Plan.
