That the proposal would be contrary to Policy G4 of the Oxfordshire Structure Plan 2011, Policy GB3 of the adopted South Oxfordshire Local Plan and Government advice in PPG2 Green Belts. Having regard to the siting of the proposed accommodation building, beyond the main built up limits of the existing university buildings, the proposal is not considered to constitute limited infilling and would extend development onto largely grassed, open land. The proposal therefore constitutes inappropriate development which is by definition harmful to the Green Belt and would detract from its open rural character. In addition it is considered that very special circumstances have not been proven since other alternative more appropriate sites exist. That the proposal would be contrary to Policies EN1 and EN4 of the Oxfordshire Structure Plan 2011, and Policies G1, G8 and C1 of the adopted South Oxfordshire Local Plan. Having regard to the size, massing and siting of the proposed new accommodation building, it would appear prominent and intrusive and extend development onto largely open land.
