Description
Demolition of existing site buildings. Erection of commercial/industrial development. (As amended by landscape proposals, survey drawing, plant schedule and landscape specification accompanying agent's letter dated 18 October 1999 and as amended by drawing no. 3768/P29A and plant schedule accompanying agent's letter dated 3 December 1999).
Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five
years beginning with the date of this permission and if this condition
is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning
Act 1990.
That the buildings shall be used for B1 purposes only and for no other
purpose (including any other purpose in Class B of the Town and
Country Planning (Use Classes) Order 1987).
Reason: To help to assimilate the development into its surroundings
and to safeguard the character of the area.
That the development shall be limited to individual units which shall
not exceed 500 square metres gross floorspace in size. That the
industrial units hereby permitted shall only be occupied separately
by individual firms or companies and shall not be amalgamated to form
larger industrial units without the prior grant of planning permission
by the Local Planning Authority on a formal application.
Reason: To comply with the Local Planning Authority's employment
policy and to protect local amenities.
That the parking provision shall be as shown on the deposited drawing,
reference 3768/P29A all constructed, surfaced and laid out, retained
and maintained to the satisfaction of the Local Planning Authority.
Reason: To comply with the Local Planning Authority's vehicle parking
standards and to protect local amenities.
Before the development is commenced a detailed site investigation shall
be carried out to establish if the site is contaminated, to assess
the degree and nature of the contamination present, and to determine
its potential for the pollution of the water environment. The method
and extent of this site investigation shall be agreed with the
Local Planning Authority prior to commencement of the work. Details of
appropriate measures to prevent pollution of groundwater and surface
water, including provisions for monitoring, shall then be submitted to
and approved in writing by the Local Planning Authority before development
commences. The development shall then proceed in strict accordance
with the measures approved.
Reason: To prevent pollution of the water environment.
That the whole of the road and footpaths shown on the layout plan
accompanying the application 3768/P29A, and all surface water drainage
works, be laid out and constructed in accordance with a specification to
be agreed with, and in all respects to the satisfaction of, the Local
Planning Authority.
Reason: In the interests of highway safety and convenience.
That work be not commenced on the erection of any building until the
whole of the roads and footpaths shown on the layout plan accompanying
the application, and all surface water drainage works have been laid out,
constructed and completed in accordance with a specification to be
submitted to and approved by the Local Planning Authority.
Reason: In the interests of highway safety and convenience.
That the open areas outside the building shall be used for the parking of
vehicles, access, manoeuvring, loading and unloading purposes only. No
storage, industrial or other business use shall take place other than
inside the buildings.
Reason: To protect local amenities.
That no development shall take place until there has been submitted to
and approved in writing by the Local Planning Authority a schedule of
materials and finishes for the external walls and roofs of the buildings.
Reason: To ensure that the details of the development are satisfactory.
The construction of the surface and foul drainage system shall be
carried out in accordance with details submitted to and approved in
writing by the Local Planning Authority before the development commences.
Reason: To prevent pollution of the water environment.
That the existing trees on the land shall be protected whilst
development operations are in progress, in accordance with a scheme
to be first agreed in writing with the Local Planning Authority and
to be implemented prior to the commencement of the development.
Reason: To safeguard trees which are visually important.
That prior to commencement of development full details of a scheme for
sound insulation to Buildings 11 and 12 shall be submitted to
and approved in writing by the Local Planning Authority and shall be
implemented prior to occupation of the buildings.
Reason: To safeguard the amenities of adjacent residential properties.
That all planting, seeding or turfing comprised in the approved scheme
of landscaping shall be carried out in the first planting and seeding
seasons following the occupation of the buildings or the completion of
the development, whichever is the sooner; and any trees or plants which
within a period of 5 years from the completion of the development die,
are removed or become seriously damaged or diseased shall be replaced
in the next planting season with others of similar size and species,
unless the Local Planning Authority gives written consent to any
variation.
Reason: To help to assimilate the development into its surroundings.
No development shall take place until a professionally competent
archaeological organisation, as approved in writing by the Local
Planning Authority, has been commissioned to carry out a full watching
brief during the period of construction works. The watching brief
shall preserve by record any archaeological excavation where necessary
and the retrieval of artefactual evidence.
Reason: To safeguard the recording and inspection of matters of
archaeological importance on the site.
