That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the parking spaces shown on plan reference 385.3 shall be marked out on site and thereafter kept available for the parking of vehicles in connection with the two flats hereby permitted. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities. That prior to the first occupation of the rear flat, the existing window shall be bricked up and the louvred screen shall be inserted, in accordance with the details shown on plan references 385.1B and 385.3, and shall be so retained and maintained. Reason: To prevent overlooking and to ensure provision of an amenity area.
