That the proposal would be contrary to policies G1, EN1 and EN4 of the adopted Oxfordshire Structure Plan 2011 which seek to restrain development outside the country towns and to protect the environment from potentially harmful development. The applicant has not put forward any justification for overriding established planning policies. That the proposal would be contrary to policies G1, C1 and H5 of the adopted South Oxfordshire Local Plan. The site does not constitute an infill plot i.e. a small gap in an otherwise built up frontage and the proposal would consolidate the existing scatter of development to the detriment of the rural character of the area. That the proposal would be contrary to policy CON8 of the adopted South Oxfordshire Local Plan. The site lies within the Kingston Blount Conservation Area and it is considered that the erection of a dwelling would not preserve or enhance the character of this part of the Conservation Area.
