The proposed development would be contrary to policies of the adopted
Oxfordshire Structure Plan 2011 which seek to restrain development
outside the county towns (G1) and to protect the environment from
potentially harmful development (EN1).
The proposed development would be contrary to policies in the adopted
South Oxfordshire Local Plan which seek to restrain overall levels
of development and to protect the environment (G1, G3), to resist
new houses in hamlets or on the edge of settlements (H6) and to
strictly control replacement dwellings outside town and villages (H16).
Crowell is considered to be a small hamlet where proposals for new
houses are not acceptable (H6). In this case, the proposed dwelling is
substantially larger in volume than the existing dwelling and
therefore is contrary to policy H16 of the South Oxfordshire Local
Plan.
