That the proposal would be contrary to policies G1, EN1, EN2, EN4 and H1 of the Oxfordshire Structure Plan and policies G1, G5, C1, C3 and H6 of the approved South Oxfordshire Local Plan. The proposals represent the erection of a dwelling and garaging outside the main confines of Moreton, in open countryside and a form of development which would detract from the unspoilt rural character of the site and its surroundings which lie within an Area of Great Landscape Value. The prior existence of dwellings on the land does not provide justification, nor is there any evidence of any overriding need to justify a departure from the planning policies of the Local Planning Authority.
