Decision
Refusal of Planning Permission on 21st April 1999
Conditions / Refusal Reasons
That the proposals would represent an undesirable extension of
development into the countryside beyond Waterstock village and as such
detract from the character and appearance of this rural area which is
designated as an Area of Great Landscape Value and to the attractive
landscape setting of Waterstock village contrary to Policies C3 and
C6 of the adopted South Oxfordshire Local Plan.
That the proposals are contrary to Policy C11(iv) and (v) of the
adopted South Oxfordshire Local Plan in that the use of the proposed
driveway for residential purposes would detract from the character
and appearance of the area and be harmful to the living conditions
of residents of nearby properties and there is no reason why the
building cannot be retained for agricultural purposes.
That in dismissing an appeal in 1997 the Inspector concluded that
.."I consider that the effects of the proposal on the Area of Great
Landscape Value and the nearby residents would be substantial, and I
have concluded that the proposal is thereby unacceptable."
It is considered that these considerations remain relevant to this
application.
