allow an independent veterinary and chiropractor practice to operate
from the building which would be inappropriate development which is,
by definition, harmful to the Green Belt, contrary to Policy G4 of
Oxfordshire Structure Plan 2011 and Policy GB2 of the adopted South
Oxfordshire Local Plan and Government advice in PPG2.
