Conditions / Refusal Reasons
That the proposals are contrary to the Green Belt, Environmental and
Countryside policies of the Oxfordshire Structure Plan 2011 and the adopted
South Oxfordshire Local Plan and advice in PPG2 which seeks to restrict
development in the Green Belt to that which is essentially required
in connection with agriculture and forestry and retains the open nature
and rural character of the Green Belt.
The proposed clubhouse building, by reason of the range of facilities
provided, its size, scale and siting, is considered to be inappropriate
development which detracts from the openness of the Green Belt. There
is no essential requirement for a clubhouse of this size contrary
to Policy GB2 and R5 of the adopted South Oxfordshire Local Plan.
The proposed clubhouse and formal hardened car parking area would
undesirably extend development well beyond the site of the original
farmyard into open countryside to the detriment of the rural character
and appearance of this Area of Great Landscape Value and would be
particularly visible in the rural landscape contrary to Policy C3
of the adopted South Oxfordshire Local Plan.
That the application, in terms of the siting of the clubhouse building,
is not in accordance with the outline planning permission granted
under reference P89/N0692/O.
