That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. The fence from point X to point Y as shown on plan 768/6 shall be close boarded and shall not exceed 2 metres in height. Between points Y to point Z the fence shall not exceed 1.2 metres (including the gravel board) and shall be wattle fencing as confirmed in agent's letter of 8 April 1999. Reason: To ensure that the details of the development are satisfactory. There shall be no raising of existing ground levels on the site. Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity.
