The proposed replacement dwelling fails to meet the Local Planning
Authority's criteria for replacement dwellings outside the built up areas
of towns and villages (policy H16 of the adopted South Oxfordshire Local
Plan) by reason of its excessive size and scale in relation to the existing
dwelling on this site and to the two neighbouring properties.
The proposed replacement dwelling, by reason of its bulk and height, will
be visually intrusive in this rural area to the detriment of the character
and appearance of this Area of Great Landscape Value (Policy C1 and C3 of
the adopted South Oxfordshire Local Plan). In addition the rear balcony
will be unneighbourly to the occupiers of Fairfield so being contrary to
H11 of the adopted South Oxfordshire Local Plan.
