That having regard to its location to the rear of 45 Ilges Lane the erection of a dwellinghouse in this backland position without proper road frontage would detract from the privacy and residential amenity of occupiers of neighbouring properties, would create difficulty and inconvenience for collection and delivery services and would be contrary to policies H4 and H18 of the adopted South Oxfordshire Local Plan. That the development would result in an intensification of the use of a substandard access which lacks adequate visibility detrimental to the safety and convenience of users of the public highway contrary to policy H4 of the adopted South Oxfordshire Local Plan.
