That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That, notwithstanding the details contained in the application, details and samples of all external materials shall be submitted to and approved in writing by the Local Planning Authority before development commences. Reason: To safeguard the visual amenities of the locality. That, notwithstanding the details contained in the application, the form and design of the abutment parapets shall be submitted to and approved in writing by the Local Planning Authority before development commences. Reason: To safeguard the visual amenity of the locality. There shall be no raising of existing ground levels on the site, excluding alterations to approach ramps. Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity. No spoil or materials shall be deposited or stored on that part of the site lying within the area of land liable to flood.
