That the proposed development would be contrary to the adopted South Oxfordshire Local Plan in that the provision of changing room facilities would increase the attractiveness/viability of the site as a training centre resulting in an intensification of vehicular use of a substandard access lacking adequate visibility detrimental to the safety and convenience of users of the public highway (Policy G10) and result in an intensification of usage of the centre leading to a conflict between and danger to river users and increased river congestion at the confluence of the lock cut and weir streams (Policy R9(iii)).
