The site lies in a backland location served by a narrow access, in a semi-rural area beyond the built-up limits of the settlement of Ewelme, where the erection of a new dwelling would generally be resisted. (Policies H5, H6 and H18 of the adopted South Oxfordshire Local Plan). Policy C11 of the Local Plan allows for the conversion of certain rural buildings provided that, inter alia, the building is suitable for such use without major rebuilding. In this case, the propoals involve substantial demolition of the building, alterations and a new extension which would detract from the character and setting of the existing building. There is therefore insufficient justification to override the policy presumption against a new dwelling in this location. That insufficient information accompanies the application to demonstrate that the development can be undertaken in a manner which would not be unneighbourly to adjoining residential property by reason of overlooking. As such, the development would be contrary to Policy H11 of the adopted South Oxfordshire Local Plan.
