That, having regard to its size, its location relative to the boundary
of the site and inappropriate details of design, the proposal
represents an incongruous form of development which would detract from
the character and appearance of the existing dwellinghouse, the visual
amenity of the street scene and would be unneighbourly by reason of
being oppressive, overshadowing and overlooking.  As such the proposal
would be contrary to Policy H12 of the adopted South Oxfordshire Local
Plan.
