Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That samples of the materials to be used for the external walls and roof shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory. That a scheme for the landscaping of the site to include the planting of live trees and shrubs, all ground surface treatments and details of all fencing and walling shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planting dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help assimilate the development into its surroundings. That existing trees on the boundaries of the site shall be retained and protected during development in accordance with a scheme submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard trees which are visually important. That, except as approved in accordance with condition 3, no other means of enclosure shall be erected notwithstanding the provisions of Article 3 and Class A of Part 2 of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995. Reason: To protect local amenities. That all floodlighting shall comply with the current Guidance Notes for the Reduction of Light Pollution issued by the Institute of Lighting Engineers. Reason: To minimise nuisance to local residents. That the floodlights shall only be used between 0800 - 2100 hours (Monday to Saturday) and at no time on Sundays. Reason: To minimise nuisance to local residents. That, before development commences on construction of the sports/ community hall, a detailed site investigation shall be undertaken to determine the degree and nature of any contamination and any necessary remedial measures undertaken all in accordance with details submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health and to prevent pollution of ground and surface water. That the parking area shall be revised in accordance with details which shall provide for secure covered cycle parking facilities and for protection of trees on the site boundaries. Reason: To provide for and encourage access by cycle and to safeguard the character of the area. That the main car parking area and cycle parking facilities shall be provided before first use of the recreation facilities hereby permitted in accordance with specifications submitted to and approved in writing by the Local Planning Authority. The facilities shall thereafater be retained at all times for the approved purposes. Reason: In the interests of highway safety and convenience. That the overspill parking area shall be provided within three months of a requirement in writing by Local Planning Authority but not prior to such requirement. Reason: To ensure that parking provision is only made to meet a clearly established need. That prior to the commencement of its use the means of access to which this permission relates shall be formed, laid out and constructed strictly in accordance with the deposited plan reference S9/55 02 and the attached specification and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification and deposited plan. Reason: In the interests of highway safety and convenience. That notwithstanding the provisions of the Town and Country Planning General Permitted Development Order 1995 (or any order revoking and re-enacting that Order), no other means of access whatsoever shall be formed or used between the land and the highway. Reason: In the interests of highway safety and convenience. That development shall not begin until a scheme for the disposal of foul sewage has been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health and to avoid pollution. That details of surface water drainage works shall be submitted to and approved in writing by the Local Planning Authority prior to the development commencing. Reason: In the interests of public health.
