That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the materials to be used for the external walls and roofs shall be of the same colour, type and texture as those used on the existing building(s). Reason: To ensure that the details of the development are satisfactory. That the extension hereby permitted shall not be occupied or used until space has been laid out within the site for vehicles to be parked as set out in the Agent's letters and accompanying plans received on 20 October 1998 and 4 November 1998 and such parking spaces shall be retained thereafter. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities.
