That, having regard to the existing A2 and A3 uses in the immediate vicinity within the 'Primary Shopping Frontage' of Wallingford, as defined in the South Oxfordshire Local Plan, the proposal represents an unacceptable form of development which would undermine the vitality and viability and the dominant retailing character and function of the Primary Shopping Frontage. As such, the proposal would be contrary to Policy S3 of the South Oxfordshire Local Plan. The application contains no detail of the method for extraction of cooking fumes and it is impossible to assess whether the proposal would affect the amenities of occupiers of the surrounding residential accommodation at first floor level. As such, it has not been demonstrated that the site is appropriate for development of this nature and the proposal would be contrary to Policy TSM5 of the South Oxfordshire Local Plan.
