Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory. That development shall not begin until detailed specifications of the design, materials and external finish of all windows, external doors, eaves/fascias and rainwater goods have been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory. That a scheme for the landscaping of the site including details of all ground surfaces, the planting of trees and shrubs generally in accordance with deposited details, and any fencing shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within three years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings. That, except for those trees shown on the approved plans to be removed, or as otherwise may be agreed by the Local Planning Authority all existing trees shall be retained. Reason: To help to assimilate the development into its surroundings. That detailed specifications of the floodlighting columns and lamps shall be submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory. That except as may otherwise be agreed in writing by the Local Planning Authority the floodlighting shall only be used between the hours of 7.30am and 10.00pm on any day and at no other time whatsoever. Reason: To safeguard the residential amenity of the occupants of nearby residential properties. That parking provision shall be made generally in accordance with the approved plan but with specific provision for disabled persons in a form approved by the Local Planning Authority in writing and in accordance with a phasing plan approved by the Local Planning Authority before development commences. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities. Secure covered parking facilities for cycles shall be provided before first occupation of any new building in accordance with details submitted to and approved in writing by the Local Planning Authority. Reason: To provide for and encourage access to the site by cycles. That before development commences, provision shall be made for replacement playing fields in accordance with details submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that adequate provision is made for outdoor recreation. That surface water drainage including attenuation/storage works shall be carried out in accordance with details submitted to and approved in writing by the Local Planning Authority. Reason: To prevent increased risk of flooding. That permission is not hereby granted for a bridge over Mill Stream. Reason: That insufficient detail accompanies the application.
