That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the existing wall shall be made good at the proposed opening in matching brickwork in accordance with details submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the character of the area. That details and samples of the proposed paving shall be submitted to and approved in writing by the Local Planning Authority before development commences. Reason: To safeguard the character of the area. That details of the siting, design and materials of the proposed bollards shall be submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the character of the area. That the column mounted lamp shall be provided with baffles to restrict the spillage of light into adjacent properties in accordance with details submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the development is not unneighbourly. That barriers shall be constructed to restrict direct cycle and motorcycle passage through the wall opening in accordance with a detailed scheme which shall have been submitted to and approved in writing by the Local Planning Authority. Reason: In the interest of public safety.
