the size and bulk of the proposed residential units, the proposal
represents an incongruous and unacceptable form of backland development
which would not provide a satisfactory residential environment for
occupants of the units; would prejudice adequate and satisfactory
rear servicing to the retail unit on the site frontage; and would
detract from the amenities of occupants of surrounding properties.
As such the proposal would be contrary to policies G1, G8, H4, H11 and H18
of the South Oxfordshire Local Plan.
