Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five
years beginning with the date of this permission and if this condition
is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning
Act 1990.
That samples of the materials to be used for the external walls and roof
shall be submitted to and approved in writing by the Local Planning
Authority before any development commences.
Reason: To ensure that the details of the development are satisfactory.
That development shall not begin until a detailed specification of the
type, design and external finish of all windows, external doors and
rainwater goods has been submitted to and approved in writing by the
Local Planning Authority.
Reason: To ensure that the details of the development are satisfactory.
That the premises shall be used only for a medical centre including a
pharmacy and for no other purpose (including any other purpose in
Classes D1 or A1 of the Schedule to the Town and Country Planning (Use
Classes) Order 1972, or in any provision equivalent to that Class in any
statutory instrument revoking and re-enacting that Order).
Reason: As the site is specifically allocated for health authority services
in the adopted South Oxfordshire Local Plan.
That the building shall not be occupied or used until the access from
Wantage Road has been constructed and the existing access serving Didcot
Hospital has been closed in accordance with the deposited site plan
drawing.
Reason: In the interest of highway safety and convenience.
That the parking provision shall be as shown on the deposited drawing,
reference 0208-10 Revision E all constructed, surfaced and laid out,
retained and maintained to the satisfaction of the Local Planning
Authority.
Reason: To comply with the Local Planning Authority's vehicle parking
standards and to protect local amenities.
That provision for cycle parking shall be made on site before first
occupation and use of the building in accordance with a scheme which shall
have been submitted to and approved in writing by the Local Planning
Authority.
Reason: To meet the needs of visitors by cycle.
That a scheme for the landscaping of the site, including the planting of
live trees and shrubs, the treatment of the access road and hardstandings,
and the provision of boundary fencing and screen walling shall be
submitted to and approved in writing by the Local Planning Authority
prior to the commencement of the development hereby permitted. The
scheme shall be implemented as approved within 12 months of the
commencement of the approved development and thereafter be maintained in
accordance with the approved scheme to the complete satisfaction of the
Local Planning Authority. In the event of any of the trees or shrubs so
planted dying or being seriously damaged or destroyed within 3 years of
the completion of the development, a new tree or shrub or equivalent
number of trees or shrubs, as the case may be, of a species first
approved by the Local Planning Authority, be planted and properly
maintained in a position or positions first approved by the Local
Planning Authority.
Reason: To help to assimilate the development into its surroundings.
That except insofar as may be otherwise agreed by the Local Planning
Authority, all trees, shrubs and hedges on the land be preserved and
properly maintained and that in the event of any of the trees dying or
being seriously damaged or destroyed, a new tree or equivalent number
of trees, as the case may be, of a species first approved by the Local
Planning Authority, be planted and properly maintained in a position
or positions first approved by the Local Planning Authority.
Reason: To safeguard the character of the area.
That the existing trees, shrubs and hedges on the land shall be protected
whilst development operations are in progress, in accordance with a
scheme to be first agreed in writing with the Local Planning Authority
and to be implemented prior to the commencement of the development.
Reason: To safeguard the character of the area.
That details of surface water drainage works shall be submitted to and
approved in writing by the Local Planning Authority prior to the
development commencing.
Reason: In the interests of public health.
That the surface water drainage scheme submitted in accordance with
condition 11 shall provide that no soakaways shall be constructed such
that they penetrate the water table and in any event shall not exceed
one metre in depth below existing ground level.
Reason: To prevent pollution of groundwater.
