modular building would detract from the character and appearance of the
locality. No evidence has been submitted to demonstrate that the
accommodation requirements need to be provided by a prefabricated building
on this site. As such the developmnent would be contrary to Policies G1
and E6 of the adopted South Oxfordshire Local Plan which seek to protect
settlements from adverse developments and to enhance the environment
whenever opportunities arise.
