That the development would conflict with the policies of the Structure Plan for Oxfordshire (and the deposited draft) and the adopted South Oxfordshire Local Plan. To protect the area's environment and character development in the rural area will generally be restrainted (Policy G1) and in the open countryside will not normally be allowed (Structure Plan Policy EN7 (draft EN5) and South Oxfordshire Local Plan Policy G5). The environment will be protected by resisting potentially harmful development and where appropriate it will be improved (Structure Plan Policy and draft EN1). Within the Oxford Green Belt the District Council will seek to resist development except that essential for the needs of agriculture or forestry, (Structure Plan Policy EN5, South Oxfordshire Local Plan Policy GB2) and within Areas of Greeat Landscape Value the District Council will seek to conserve and enhance the quality of the landscape and to protect it from development which is likely to have an adverse effect on on its character and appearance (South Oxfordshire Local Plan Policy C3). Provision is made for the re-use of buildings which would not have a greater material impact than the present and former use on the openness of the Green Belt (South Oxfordshire Local Plan Policy C11). The proposal would be an inappropriate commercial use in the countryside and the Oxford Green Belt involving the conversion and re-use of insubstantial buildings, the creation of a turning area and altered access all of which would be detrimental to the openness of the Green Belt and the rural character and landscape of the area which lies within an Area of Great Landscape Value. That the proposed development would create an unacceptable intensification of use of a substandard access lacking adequate visibility and introduce commercial vehicles on the local road network which by way of its geometry and visibility is unsuitable to serve that use contrary to Policy C11 and G10 of the adopted South Oxfordshire Local Plan.
