The proposal would be contrary to the adopted South Oxfordshire Local Plan. Planning permission will not normally be granted for new housing in the countryside or in hamlets (Policy H6). In Conservation Areas and Areas of Outstanding Natural Beauty the Council will seek to ensure that the character of the area is either preserved or enhanced and that the design and scale of any new development is in sympathy with the area (Policies CON8, CON10 and C2). In this case, the site largely comprises an open undeveloped area within the Gatehampton Conservation Area, an isolated hamlet within the Chilterns Area of Outstanding Natural Beauty. Whilst the proposals involve the removal of some buildings, this is insufficient reason to justify granting permission for a substantial and visually undistinguished building in this hamlet, which would be contrary to the housing policies of the Council and be detrimental to the character and landscape of this part of the Gatehampton Conservation Area and Chilterns Area of Outstanding Natural Beauty.
