The proposal would be contrary to the provisions of the South Oxfordshire
Local Plan which allow for residential development provided that, in
particular, the character of the area is not adversely affected and there
are no overriding amenity, environmental or highway objections (policy H4).
Backland development which would create problems of privacy and access will
not normally be permitted (policy H18). In this case, having regard to
the form and character of surrounding development and to the narrowness
of the access, the proposal represents an incongruous form of backland
development which would create a difficult access and a conflict of use
between vehicles and pedestrians to the detriment of the amenitites
enjoyed by the occupiers of properties with rights of pedestrian access
across the site.
