Conditions / Refusal Reasons
That notwithstanding any indications as to these matters which have been given in this application, no development shall be started until full details of the following have been submitted to, and approved in writing by, the Local Planning Authority:-
the siting, layout and number of buildings; plans and elevations of all buildings; the colour and type of facing materials to be used for the external walls and roofs; a scheme for the landscaping of the site including the planting of live trees, the treatment of forecourts and driveways, and the provision of boundary fencing and screen walling.
Reason: As the application is in outline only and not accompanied by detailed plans.
That application for the approval of the reserved matters referred to in Condition 1 above shall be made to the Local Planning Authority not later than three years from the date of this permission, and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.
That the development to which this permission relates shall be begun not later than whichever is the later of the following dates: (a) the expiration of five years from the date of this permission; or (b) the expiration of two years from the final approval of the reserved matters, or, in the case of approval on different dates, the final approval of the last such matter to be approved.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.
That prior to the commencement of any development, a plan be submitted, clearly indicating the location of public foul sewers immediately adjoining the site.
Reason: To safeguard the public sewer and in the interests of public health.
That, prior to the first occupation of any dwelling to which this permission relates, appropriate parking provision shall be made to serve Jubilee Villas in accordance with details to be agreed with the Local Planning Authority, such provision to be thereafter kept permanently available for use by the occupiers of Jubilee Villas.
Reason: In the interests of highway safety and convenience.
That a full archaeological watching brief shall be carried out during the period of construction works in accordance with details and by a professionally competent archaeological organisation which shall have been submitted to and approved in writing by the Local Planning Authority before development commences. The brief shall include the recording of any archaeological features revealed, limited archaeological excavation and the retrieval of artefactual evidence.
Reason: As the site is of archaeological importance.
