Conditions / Refusal Reasons
That the development would be contrary to the provisions of the
adopted South Oxfordshire Local Plan. Planning permission will not
normally be given for isolated houses in the countryside nor for
development on the edge of settlements where it would extend their
built-up area into the countryside (Policy H6). The conversion
of existing buildings in the countryside and Oxford Green Belt may be
acceptable provided the building is substantial and attractive and
is capable of conversion without substantial rebuilding (Policy C11).
Within Conservation Areas, the Council seek to ensure that the
character of the area is preserved and enhanced (Policy CON8). The
site lies in attractive countryside on the edge of Toot Baldon, within
the Toot Baldon Conservation Area and Oxford Green Belt, and in the
opinion of the Local Planning Authority requires substantial rebuilding
works to its structure to make it habitable. There is consequently
no justification for permitting a new dwelling in open countryside,
within the Oxford Green Belt and Toot Baldon Conservation Area,
which, together with the ancillary domestic activities and structures,
would detract from the rural character and landscape of the locality.
