Conditions / Refusal Reasons
That the development would be contrary to the provisions of the adopted
South Oxfordshire Local Plan which generally seek to restrict
development in such locations to appropriate infill. (Policies H5 and H4).
The site is not a 'small gap in an otherwise built-up frontage' and having
regard to the reasons below, the development is not 'appropriate' and
would be contrary to the proper planning of the locality.
That the proposal would involve the loss of an open and undeveloped space
which contributes to the character of the Long Wittenham Conservation Area
and the setting of Challis Farm, a building included on the Statutory
List of Buildings of Special Architectural and Historic Interest.
Furthermore, the erection of three dwellings with associated fencing,
garaging, parking and vehicle manoeuvring would result in a cramped and
overintensive form of development detracting from the character and
appearance of the area, and the setting of Challis Farm, contrary to
Policies CON7 and CON8 of the adopted South Oxfordshire Local Plan.
That having regard to the relationship of the proposed units and garaging/
parking areas to each other and to the adjacent public highway, the
development fails to provide adequate and satisfactory standards of
amenity for the occupiers of the proposed and existing dwellings contrary
to Policies H11 and G8 of the adopted South Oxfordshire Local Plan.
That the development would result in an undesirable intensification of
the use of a sub-standard junction (Fieldside/Didcot Road) which lacks
adequate vision, detrimental to the safety and convenience of users of
the public highway, contrary to Policy G10 of the adopted South
Oxfordshire Local Plan.
