That the proposal would be contrary to the provisions of the adopted
South Oxfordshire Local Plan which state that planning permission will
not normally be granted for new housing in the countryside nor in the
Oxford Green belt (SOLP policies H6 and GB2).  In this case the site
lies in an isolated location within the Oxford Green Belt and the
development involves the construction of a dwellinghouse which would
detract from the visual amenity of the locality contrary to Policy G1
of the South Oxfordshire Local Plan.  The Local Planning Authority
are not satisfied that any very special circumstances exist to
justify setting aside these policies.
