That the site lies within the Oxford Green Belt and the Toot Baldon Conservation Area, and having regard to the size of the extension relative to the existing building, the details of its design and the amount of car parking required, the extension and car park represents inappropriate development in the Green Belt and would detract from the character, appearance and setting of the existing listed bulding and the visual amenity of the locality, contrary to Policies GB2, GB3, GB4, CON7 and CON10 of the adopted South Oxfordshire Local Plan. That the car park extension would result in an unacceptable intensification in the use of a sub-standard access lacking adequate visibility detrimental to the safety and convenience of users of the public highway, contrary to Policy G10 of the adopted South Oxfordshire Local Plan.
