Conditions / Refusal Reasons
The development would be contrary to the provisions of the South
Oxfordshire Local Plan which allows for the erection of a dwelling within
the built-up area of the village providing that the character of the area
is not adversely affected. Backland development which would create
problems of privacy and access will not normally be permitted (Policy H18).
In this case the proposal represents an incongruous and unacceptable form
of backland development out of keeping with the character of the area and
contrary to Policies H4, H5 and H18 of the South Oxfordshire Local Plan.
The provision of a new access onto the track would result in an
intensification of use of the junction onto Slade End/The Street. This
junction lacks adequate visibility and an increase of use would be
detrimental to the safety and convenience of users of the public
highway. As such the proposal would be contrary to policies G10 and H4 of
the South Oxfordshire Local Plan.
