The development would be contary to the provisions of the approved Oxfordshire Structure Plan (1992) and the adopted South Oxfordshire Local Plan (1997) which seek to protect the environment and character of the County (OSP and SOLP Policy G1). Potentially harmful developments which are inappropriate in nature, size or location will be resisted (OSP EN1). Development within the Green Belt will generally only be permitted for agriculture, forestry and recreation and care will be taken to ensure that the visual amenities of the Green Belt are not injured by development which although not prejudicial to its main purpose might be inappropriate by reason of its siting, materials or design (OSP EN5, SOLP GB2). In the open countryside, sporadic and ribbon development will not normally be allowed although special consideration will be given to outdoor recreational needs which cannot reasonably be accommodated in a nearby settlement (OSP EN7, SOLP GB2). Where new development is permitted it should be designed and sited in such a way that its impact on the open nature, rural character and visual amenity of the Green Belt is minimised (SOLP GB4). The proposed portable building would provide accommodation for an indoor recreational activity which is not an appropriate use in the Green Belt and could be accommodated in a nearby settlement. It would be double the size of the existing building on the site and would consolidate the ribbon of development on the Causeway. A larger portable building on the site would be detrimental to the open nature, rural character and visual amenity of the area. The site lies within the flood plain of the River Thames and as such the provision of a larger building on the site would be likely to further impede the flow of flood water, reduce the area available for flood storage and increase the risk of flooding elsewhere. The proposal is therefore contrary to policy EN11 of the approved Oxfordshire Structure Plan and policy G16 of the adopted South Oxfordshire Local Plan.
