That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That no development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a schedule of materials and finishes for the external walls and roofs of the buildings. Reason: To ensure that the details of the development are satisfactory. That development shall not begin until a detailed specification of the type, design and external finish of all windows, external doors, rooflights, means of ventilation and rainwater goods has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory. That all the windows in the southern elevation of the barn shall be obscure glazed and fixed shut prior to the first use of the building and shall thereafter be retained as such. Reason: To ensure that the develpment is not unneighbourly. That the building shall not be occupied until the courtyard on the northern side of the barn has been constructed, surfaced and laid out in accordance with a scheme which shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the architectural and historic character and appearance of the listed building and the amenity of the area. That development shall not begin until a scheme for the disposal of foul sewage has been submitted to and approved in writing by the Local Planning Authority thereafter the approved foul drainage scheme shall be implemented prior to the first occupation of the building. Reason: In the interests of public health and to avoid pollution. That surface water shall not be disposed of other than in accordance with a detailed surface water drainage scheme which shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health.
