Conditions / Refusal Reasons
That, having regard to the extent of the external alterations and the associated disruption to the historic structure, the proposed works would seriously detract from the character and appearance of 20 Market Place as a Grade II listed building and would fail to preserve or enhance the character and appearance of the Henley-on-Thames Conservation Area. As such the development would be contrary to the advice in PPG15 and the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies CON5, CON6, CON8 and CON10. That the proposal would be contrary to Policy S5(v) of the Council's adopted South Oxfordshire Local Plan in that it would prevent the provision of a pedestrian shopping arcade linking Market Place to the King's Road carpark. The Henley Town Centre Strategy sees the provision of this arcade as being important in enhancing the retail function of the Henley-on-Thames Town Centre.
