Conditions / Refusal Reasons
That having regard to the introudction of such features as additional
rooflights, windows, a chimney and the extension to the east elevation of
the building, the proposed alterations to convert the barn into a dwelling
would fail to respect the simple rural character of the existing building.
These alterations, together with the proposed residential curtilage, would
detract from the rural character and visual amenity of this part of the
Chilterns Area of Outstanding Natural Beauty. The proposal would also
result in an unneighbourly form of development which would overlook and
be overlooked by the adjoining cottage and would thereby fail to provide
adequate standards of amenity and privacy for the occupants of both
dwellings. In addition, no evidence has been provided to demonstrate that
other uses have been explored and been found to be unacceptable in
planning terms. Therefore it is considered that the development would be
contrary to the provisions of the Council's adopted South Oxfordshire Local
Plan, particularly policies C2 and C11.
