That approval of the details of the siting, design and external appearance of the building(s), the means of access thereto and the landscaping of the site (hereinafter called "the reserved matters") shall be obtained from the Local Planning Authority in writing before any development is commenced. Reason: As the application is in outline only and not accompanied by detailed plans. That application for approval of the reserved matters shall be made to the Local Planning Authority before the expiration of three years from the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the development hereby permitted shall be begun either before the expiration of five years from the date of this permission, or before the expiration of two years from the date of approval of the last of the reserved matters to be approved, whichever is the later. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That, prior to the commencement of any of the development hereby permitted, the existing trees, shrubs and hedges along the southern (Peppard Lane) and western boundaries of the site shall be retained and protected in accordance with a scheme to be first submitted to and approved in writing by the Local Planning Authority. Any of the retained trees, shrubs or hedges which, within a period of five years following completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of a similar size and species, unless the Local Planning Authority gives written consent to any variation. Reason: To safeguard the character of the area. That the dwelling hereby permitted shall not be occupied until a 1.8 metre high close boarded fence has been erected along the whole of the north boundary of the site and such fence shall thereafter be retained. Reason: To ensure the details of the development are satisfactory and to ensure that the development is not unneighbourly. That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification. Reason: In the interests of highway safety and convenience. That the means of access between the land and the highway shall be to and from Western Road only and no other means of access whatsoever shall be formed or used between the land and the highway. Reason: In the interest of highway safety and convenience. That the dwelling hereby permitted shall not be occupied until space has been laid out within the site for cars to be parked and for vehicles to turn so that they may enter and leave the site in a forward gear, in accordance with the standards of the Local Planning Authority; and such parking and turning space shall be retained thereafter. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities.
