That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That samples of the materials to be used for the external walls and roof shall be submitted to and approved in writing by the Local Planning Authority before any development commences; and the development shall be carried out in accordance with the approved details. Reason: To ensure that the details of the development are satisfactory. That the development shall not begin until a specification of the type, design and external finish of all windows, rooflights and lintels has been submitted to and been approved in writing by the Local Planning Authority; and the development shall be carried out in all respects in accordance with the approved specification. Reason: To ensure that the details of the development are satisfactory. That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order) no windows or rooflights shall be constructed in the north east or west elevations or roofslopes of the extension other than those expressly authorised by this permission. Reason: To ensure that the development is not unneighbourly. That the additional office accommodation hereby permitted shall be occupied and used only in connection with, and as ancillary accommodation to, the existing office accommodation at Caxton House, Station Road and shall not at any time be occupied or used separately therefrom. Reason: To accord with the policy of the Local Planning Authority. That the extension or additional office accommodation shall not be occupied until the parking provision has been constructed, surfaced and laid out, as shown on drawing no. 730.14 B and such parking provision shall be retained thereafter. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities. That the rooflights in the west elevation of the extension hereby permitted shall be fixed shut prior to the first use of the extension and shall thereafter be retained as such. Reason: To ensure that the development is not unneighbourly.
